"concern" は「（人）を（大いに）心配させる」という意味で使われる他動詞です。
"worry" に置き換えることもできますね。
上の "What we're concerned about, frankly, is the upper management positions." は、"The one point that concerned about us is the upper management positions."と言い換えることもできます。
